Summary:
The aim of this study is to show the role of local communities in development in both of Algeria and Tunisia since they are considered among the basic propos of the modern societies. Therefore, many countries are heading towards the division of authorities and validities between the central authority and the local ones. This is for a cooperation between the government and the people to achieve development by the participation of the citizens in the management of local affairs through elected councils. This study is done chiefly to exhibit the bodies of the local communities and their specializations and powers in Algeria and Tunisia. Also to demonstrate the dimensions of development's areas and to show the sources of funding to them whether they are internal or external sources in addition to the methods of funding and the programmation of the projects in the municipality and the sectoral schemes of development which is the goal of the local communities in both of Algeria and Tunisia.
